For the sauce, in a bowl mix together chicken broth, soy sauce, rice vinegar, fish sauce, sriracha or sambal, ginger, cayenne pepper and cornstarch and set aside.
Heat sesame oil in large skillet over medium high heat. Saute chicken and garlic until chicken is no longer pink inside, about 10 minutes. Add red pepper and saute about 1-2 minutes.
Add sauce to chicken mixture and cook about 2 minutes. Add peanuts and green onion. Serve over rice.
