Pre-heat oven to 350. Lightly spray 24 cup mini muffin tin with cooking spray.
Add oats, baking powder, baking soda, and salt to blender and pulse until finely ground.
In medium bowl, mash the bananas. Add eggs, brown sugar, canola oil, and vanilla and mix well. Stir in oat mixture and mix well. Stir in the mini chocolate chips. Fill each mini muffin cup.
Bake about 15 minutes and allow to cool. Remove cooled muffins from tin (you may need run a knife around the edges to remove).
